“Equality is one of the twelve principles of conduct prescribed in the Code of Conduct for Councillors. Cllr Moutray has clearly fallen short in this regard and his actions have the potential to bring the Council into disrepute. Casual racism cannot go unchallenged. Cllr Moutray must distance himself from these irresponsible remarks.”
Cllr Moutray declined to comment.
